@Vegamyster No, Because on PC there is no optimization. The graphical settings refers to everything in the game. For instance if you change the texture settings to high, everything that falls under that will be changed to high.
If you change particles effect to high, particles effect in the whole game will be changed to high.
On console developers optimize , they choose which texture to be on high, and which to be on low. They choose where to put more particle effects. and so...
You claim to be a PC guy. Yet you don't have the slightest idea how this works ?
Any game can easily be 60fps or even 120fps. All you have to do is dump down the graphics.
