One of the biggest issues the franchise has faced since the first game is lack of consistency with Developers. Each game has had an entirely different dev team. If it had been the same dev each time, it would have increased the chances that they would be able to improve and build upon the success of the first game.
Phil Spencer actually tweeted about this 5 hours prior to Shawn Layden, not that it matters.

This is ridiculous, a 3 should be reserved for broken, buggy mess of a game, which this game isn’t. I can understand not giving it a phenomenal score but this?
PowerUp Reward points, I saved $90 on my Switch, $90 on my PS4 and just today got a game for free.
Unless they reverse this insanity, the PS5 is a hard pass for me.
