Not only will last gen machines hold back the design of the game, so will most PC's. Most PC gamers don't even game from an SSD, nevermind an Nvme.
An opposite game to this will be R&C:Rift Apart, clearly designed from the ground up to take advantage of super fast storage.
People need to stop calling a robotic 'dog'. Its a cargo carrying mule thats been in development with DARPA and Boston Dynamics. Before Boston Dynamics became popular with more commercial products, they were heavily involved with military R&D, DARPA and SOCOM for instance.

This could be the 1st game ever made where it would be near on impossible to port to PC. The simple facts are that most PC games are still using HDD's and now even standard SSD's never mind NVME's etc etc (according to steam surveys). The only way that this game could be ported where in to be in 10yrs time, and it would still come with a hardware requirement warning.

The original Vita shipped with an OLED panel, and then they changed it to LED down the line to cut costs. OLED panels are cheaper than ever now though, and feature in most modern smartphones.
