This needs to happen and fast. In fact, Microsoft needs to create an Xbox store separate from the Microsoft Store. Enable cross buy, cross play and boom!!

Is there any special advantage of it being on Steam? I never saw anything special in the Steam store. I buy my games and keep it moving. Don't care if it's on Origin, GoG, Humble bundle, I honestly don't care.
I knew they were going this route and it makes perfect sense to lock it in Microsoft's own ecosystem. But what they really need to do is flesh out a true Steam alternative as the Xbox Store. I wouldn't be suprised if later it goes to Steam.

Microsoft has already said a fix is in the works. Some games will need to be optimized for BC . Reach was a pretty demanding title.

That 10% is irrelevant. Nearly all PC Gamers are on Windows. That is indisputable fact.
Every PS fan has a super gaming rig capable of 8K/200 fps too so this should be great for them.
Also pretty sure the deal was to keep the game exclusive to Microsoft platforms for a full year (yes that includes Steam because 90% of Steam users run Windows) and have TR available only on PC and Xbox consoles.
PlayStation 4'users will still have to wait a year regardless of how they feel about any perceived poor sales.
