I'd argue that there are already great exclusives for these consoles: Sunset Overdrive, Infamous, and Forza Horizon 2 namely.
But to answer the question, obviously this year. Year two of a generation is usually when we start to see the really good stuff. Last generation only had one truly great exclusive in the first year: Gears of War.
The most disappointing thing about this is that it appears to have been quite far into development. So much work all gone to waste :/

Regardless of what critics are saying, word of mouth for this game seems to be very strong. I expect it to perform well overall.
The Order has just become N4G click-bait. Small websites and no-name "journalists" hungry for a few hundred/thousand hits know they can just write an article about this game full of conjecture and sensationalism to drive some traffic. Quite pathetic actually.
No sources cited for any statement and they can't even properly use "their" instead of "there".
