Add in some of the environmental destructibility found in most wanted, and then you have a gorgeous graphical arcade racer, with good physics, and cops to boot.

That does look really impressive, tons of enemies, environments are rich, right amount of gore when stabbing that creature.

Free Radical screwed themselves over with that game though. They showed wayy too much CGI footage, and had everyone hyped over with it. They themselves hyped the game, which then caused the fans to hype it.
