Here's more clues that points towards what sony ...
No need to waste money on an expensive drive with slightly faster speed when those other studios could learn how to program smarter with the playstation 3's resource budget.
P.S..Other studios are able to work around the playstation 3's resource budget with great results then there's no excuse for those other studios!

Look at other small studios with tight budgets that have little to no problem developing games for PS3 with minimal staff so whats their excuse?
