The black bars aren't as bad as you think. And yes, there will be black borders on the top and bottom of the screen at all times, and only on PC Bethesda will give debug commands to remove them. Apparently, they wanted to give us a "horizontal field of view", and wanted a "cinematic feel". But they are not that bad. Still need to see about this game though.
