No. A DLC is Possibly New Gameplay, Possibly new dialogue between characters, and/or possibly new maps.
Also it's cheaper (or free on PC).

In theory, you could just keep upgrading parts of a PC for quite a while. Keep it up with the current times, and never let it get old.
Consoles however, once their "next-gen" is released, they have to buy a whole new system or else forget about the new games.
