We have a completely different situation now than historically because we have different resolutions thrown in the equation on console which we didnt have before.
The likeliest options will be 4K 30fps on low / medium graphical settings, or 1080p 60fps on high graphical settings.
60fps will be a very real option on all games now, because rendering 4K over 1080p requires so much more power that ther...

Something PC Gamers fail time and time again to acknowledge is that smooth 30 fps with zero microstutter is way better than variable 40 to 120 fps.
The jumps in fps is so noticeable on PC that it completely ruins the immersion.
Dont even try to pretend PC games dont suffer from microstuttering either.
The console experience provides a much more relaxing experience.
PC gaming is just a stressful mess.
