If you look at Steam stats, 99% of PC users can't get anywhere near the 4k 60fps mark.
A console at half the price of an equivilent PC will take a chunk of PC gamers who are also annoyed with constant hardware upgrading, don't have time due to work commitments, and can't be bothered to constantly tweak and update drivers.
Consoles work straight out the box and get much much much more custom...
