Just because the tech is ready doesn't mean Sony will have enough hardware in stock to launch Holiday 2019. They're not going to rush it to reach your mythical 2019 release date. 2020 is the safest bet.
No, the PS5 is not going to make it in time for 2019. Sony wouldn't have cancelled E3 if it they were planning the PS5 as a holiday 2019 launch.
