GTA III wasn't even New York City and GTA IV was a loose recreation, a better comparison would be True Crime: New York City.
But so far, The Division's recreation of midtown is pretty damn accurate, i even found the movie theater i go to in 34st.

The majority of my playtime was in the Darkzone. There's some really interesting mechanics, but the gameplay itself is just boring.

It depends on the game for me, being indie is irrelevant. I just don't see myself shelling out $39.99 for a puzzler/walking simulator.
