Basically the progression system in the game. Just play a round Horde and you can buy a pack. Maybe if you are really Bad at the game it takes longer but its still ok. Its not like you get an advantage over other Players with those skins. As for Horde you have to Level your Charakter before you can even use the cards and at the right Level You got them already
