Nope, the writer did. Games like Journey and Beyond: Two Souls already do unique things on older hardware regardless of pixels and performance, ANY new experience can be made for ANY hardware, but new hardware is for new visuals, and if these devs stating their stance were so sincere, then prove it by making a 480p or even 480i version for PS3/360/Wii U, see what happens...
