Missing highlights and certain fixed 30fps animations on PC at 60fps, while cutscenes have performance issues on all platforms. Maybe this game needed a little extra time to cook...

That's how it's advertised, but it's not how third parties see it. They see it as a way to have games accessed digitally w/o other consumers buying it themselves. This mentality is going to happen more down the line.
You really think publishers would allow Sony have their games playable for free?
The GPU RAM is completely usable in the same way, only separated by low bandwidth between the two pools. Cell can use GDDR3, and RSX can use XDR, but the low bandwidth is a bottleneck that has since been solve by buffer solutions.
Games like GTAV or the few multiplats that are better on PS3 than 360 wouldn't look the way they do otherwise.
