GT5 has a regular track editor, it was with GT6's announcement that they would talk about a GPS course maker that would utilize GPS data to determine your design. It was announced to be in beta last year and the first hint of code was discovered in the previous GT6 update last month.
I'm predicting course maker to hit GT6 around Aug./Sep. of this year at the earliest.
