Nah, they kept delaying the last gen versions because High Voltage kept breaking the PC version at the time. I wouldn't even pay $30 for a High Voltage 7th gen port and not still feel ripped off.
The shady part was having High Voltage involved in the 7th gen versions to begin with, given their track record.
Kojima's series hasn't been loved by just the gameplay alone these past few decades. Though I prefer the continuity in, say, Yakuza a little bit more myself, there's no denying the greatness that his auteur'ism has produced in the past 3 decades.
