So. Consoles have an advantage over pcs in that they are waaay more efficient for graphics than a pc. They have to be to keep the price down. That's why they customize chipsets. They are only dealing with one config so they can optimize it at a hardware level (custom silicon). These leaks are never reliable. They just put in placeholder dates when the database gets updated for future skus
They got the game running on the console. You build the games on a pc and push the builds over to the dev unit to see how it runs. They still have to finish the game, qa, beta etc. what they mean is the build they had was able to be up and running on the console (dev unit) for the first time within days. well... yes but... there is something there you don't get from pics on the internet. i saw this in person and it does look crazy. the graphics pack adds the effects etc, but the resolution is so sharp and clear that there is practically no aliasing and the detail just absolutely pops out. i mean its literally double the resolution. sounds weird on a game designed to look shitty but its true. so really its kinda two things that make it look the way it does.
Don't you think the Xbox gets enough shit? Everyone thinks the PS4 is a magical super box that defies the laws of computing so this guy is just keeping it real. If you were less insecure you could just assume the OG Xbox is included since they are of similar capability with the base PS4 being marginally more powerful.
