Its not that they dumbed down the graphics in consoles is that with the new processors in market they pushed a little slightly more on PC and that is why they delayed the game. Now the stupid move from them is that they remove the mission editor from console version and apparently the Map editor too. Why? because of the download content service on both PSN and LIVE.
