The hardware maxing out isin't the problem. The only problem is how efficiently they use the hardware. UE3 engine of GoW2 looked like it almost maxed it out but then look at RE5's MT engine and it didn't come close to maxed out point. Developers need to be more efficient hardware wise.
The next bullet time will be Alan Wake, the developers behind the Max Payne series, Remedy.
