In all fairness, 30fps is actually better for some cinematic games if they're trying to look lil something on a theater screen. Fighting and racing games needs every frame they can get, but unless you wanna look like some 40 fps Hobbit film, 30's fine.

They became too popular and too in demand to have any slack given to 'em. Gamers don't want games to fail, but they do have zero tolerance for tom-foolery in an over saturated AAA market where increased demand requires bigger budgets and less time.
Marathoning through one as we speak. That and 2 could be some of my favorite games of all time. And to think it came out in a year that was going to be wracked with AAAs like Batman and Witcher III.
Now next to Dark Souls II, it's almost got GOTY contender in the bag. How many other games made any average near a 90 that wasn't The Last of Us Remastered?
I'd almost say it really is the marketing sometimes that drives up cost rather than the game. If developers poured in the cash they had into the game itself, there just might be more quality in the market.
