My guess would've been Harvey Dent had they followed a Long Halloween arc. The Arkham Knight's pistols sure would've been a part of his MO and Harvey always was a primes suspect for Batman in Gotham's eyes. That Two-Face could've split into two villainous roles wouldn't have been far-fetched either.

Well, it's gonna take us at least four years to 100% Fallout 4. And to clarify, Skyrim is a part of the Elder Scrolls series, not a franchise in itself, as mentioned above.
