CPU is slower, ram is slower, only thing is the amount of ram and new gpu.

THe Wii U was so badly underpowered from day one, in many area's it's slower then the PS3/PS4.

Nintendo design and build there consoles with just those cartoony graphics in mind and they badly needed 3rd party support from the off.
If Nintendo do make another console. It will need to be a massive leap over PS4.

It depends what's eating up those cpu/gpu cycles.
Some of it may be poor optimization, some can be just a poor engine in places.

The world was not fleshed out, they built it the best they could to show it, once more was added, performance took a nose dive, some things worked, some did not.
I'm running this on my PC, I'm not at 60fps, 35fps constant and it plays sweet. Looks excellent as well.
