Did you use a laptop/pc/mac or a cellphone? If you use a cellphone you can bypass it.
I tried to set up a new account yesterday, on my laptop, in Mexico, and it's not optional, but was able to bypass it, by setting up via my cell hahahaah, which still demands you need to have a cellphone to have a google email account.

If you try to make a new google account on your pc/lap. They force you have a cell number. You know for years they were begging to link everything and now you don't have an option.
