Lets just use a dumb name like Super Xbox One. It just has a better gpu, cpu, and maybe some more ram. But runs the same OS, uses the same controllers, plays all the sames games just gives you the option to run the game "better". And "better" would be left up to the developers... some might go for better frame rates while others can up the resolution or in FXs.
It's because upgrade doesn't mean swapping out components. Upgrade means a new console coming out with better specs. Phil specifically used the smartphone analogy.

It's geared to the hardcore gamers... period. Just like the Elite controller. Eventually when production cost go down it will replace the One S, then the cycle will start again there will be another new high end. It's about keeping 2 very different groups of gamers happy.
