The nintendo president did say that this wasn't a successor to the Wii U or 3DS so it's not a replacement. I think this thing is geared towards smartphone/tablet gamers.
Those old rom consoles were created by random chinese companies that use crappy hardware and emulators. The new mini consoles will have good quality hardware and the games should run perfect since they're official consoles made by Nintendo and SEGA.
