on pc 1080p @60fps was a long time ago, and a lot of pc gamers are aiming for much higher res. so expecting them to preform on par with pcs is a losing battle before the consoles even launched. games are not going to be 60fps because console gamers want gfx effect at this high resolution, and frame rate takes a hit by doing this.
