bungie said that halo 3 you would finish the fight for that trilogy. They said it was the last of "That Story arc". Not the last halo game. they left a opened ending with the chief obviously a prelude to h4. thay have always denied future games for the simple fact that people get hyped and excited when little hints appear. They do it for the fans (millions and millions of them by the way).
