mlg pro who have played Halo 4 at e3 have said these perks are fairly negligible so I wouldnt worry too much about balance.

Because I actually read the reviews Jim posts, not just the score at the end. And if you've read any of his other articles you'd know he's actually a very intelligent individual. Jim doesn't write reviews just to confirm your opinions, he writes them based on his own because he loves playing videogames.

We haven't heard anything about spartan ops other than that it's a 4 player cooperative mode. How does that "sound" like spec ops?

Campaign is part of the package, ergo it's quality, or lack thereof, should impact the overall score. CoD campaigns have always been fairly well made despite the lack of innovation, while review scores for BF3 were in fact affected by it's sub par campaign, so I don't know what you're saying there.
