If you shop around, it's easy to beat a PS4 and XBox for $300. That's using older parts though. You can join the Preview Program and have windows for free.
Sega is great at taking something amazing and corroding it with their new "ideas". Like taking a SRPG and switching it from a console to handheld devices in order to target women. They also love killing their own consoles and mascots.

Character models are around 200mb each, 98% of that is the textures. Stages are about double that. This is fighting game, not an RPG. All indications right now are that story will be done comic book style with slides, so don't expect 20 gigs for that either.
15 gigs of MKX is video files. While GGXrd is ~10 gigs for everything.

Right now nothing needs the processing power of a modern processor in everyday use. When I bought a Q6600 (2.4ghz base clock) in 2008, I didn't need to overclock it. As the years went on I did have to overclock it. From 2.4 up to 3.0, then to 3.2, and finally 3.6 with watercooling. It let me procrastinate buying a new CPU for 9 years.
Now I replaced it in 2015 with a 5820K. At stock speeds I idle at 20 degrees celsius, and hit around 27 degrees during gam...

You will get a large chunk of fight money from initial leveling and story mode. After that you just have online and dailies.

it runs like a windows app, so it only runs in a borderless window. Thus, you can't disable v-sync.
It's been out since Windows 10 launched. A few select developers had access a few months before launch. Unreal Engine 4 has full DX12 support as well.
A few games, ESO and Just Cause 3, will be patched for it. I think Hitman and FarCry Primal will be the first big games that use it at launch.
