The change for me on pc was noticeable from 30 to 60 screen tearing being the main problem as most modern HDTVs are 60hrz and above.
The whole phone hacking gimmick was lost on me anyway from the day it was shown thoughts of meh surfaced.

Looks great next gen will just be shiny with more draw distance and detail gameplay will not change much I don't get what people expect.
