It's DVD9. Not enough space and they keep using Unreal Engine. The 360 won't progress further with games unless they use a brand new engine.

DVD9 is what's holding the 360 back. If Microsoft would have just used a better format, things wouldn't have to be chopped off to accommodate both consoles.
It would be nice if it was on the PS3 but I'm not sure if you can bring a sequel to the PS3 without the first one.
