It is a full game. It doesn't have as many cars or as many tracks as previous games in the series did, but it doesn't need to. They started over from scratch with this game instead of just beefing up the old engine and running with it.

You didn't read the whole article. It says that the option is there to be a tank, healer or dps, but that you have the choice to put points wherever you want, so it will be any variation of a hyrbid class depending on your own unique playstyle.

Try not to think of it as something to replace the controller, but instead adds to the controller without the need to put extra buttons on it. One of the ways they have used it already with great success is having head tracking in Battlefield 4.
