PS3 hardware is generic, nowdays. I don't mean weak, but it is common in many higher end PCs. The PS4 won;t have as high R&D costs as the PS3, components will be cheaper (eg. the CELL and bluray were massively expensive), economies of scale shall apply and Sony might be willing to sell at a loss in the beginning.

A gaming PC can match it today, and obliterate it in a couple of years. It also has backward compatibility for thousands of games, unlike the PS4 which can only play a handful at the beginning.
