A true horror game should have no combat at all because fighting and killing sh*t isnt scary but running away from something that stalks you and will harm you is.
I havnt played it but I hear amnesia does this really well unfortunately its pc exclusive :(

Borderlands 1 was extremely meh even with friends so they have to improve vastly IMO.
