Actually, both Kenshiro and Raoh are in fact in the game, this is an updated version of the original game which already has them as well as Jonathan Joestar, Saint Seiya and more Jump characters, that is unless they remove em from US version, pretty awesome roster of characters that game has, might consider getting me a copy to play it.
First of all, SFIV had a customized engine, only time it was used with MT Framework was to port SSF4 to the 3DS.
I think the reason lots of devs are going to UE4 has more to do with affordability, I personaly don't like the glossy/blurry looking effects both UE3/4 has in some of the games developed with it, but I think an engine is nothing without a talented developelopment team. Since UE4 is pretty much opened to lots of devices, including mobile, it offers all the tools...
@Redemtourp- Yes, Guilty Gear Xrd is running on UE3, don't like UE that much, but I like how ASW made good use of it, like it's hard for me to believe the characters are 3D, good job ASW.

It is a very well known fact the Zelda games doesn't do that well in Japan and isn't that popular compared to the west, and reason they made Hylure Warriors was definitely to attract the Japanese since they do like their DW games, while Dragon Quest is extremely popular in that region, really can't use Zelda for your argument.
