That's because most games released till very recently was mostly cross gen and most major 1st party developers didn't release a true ps5 game that was build from the ground up

The difference is only due to lighting in Performance mode... Quality mode and Balanced 40fps mode are all the same in graphics and RT and light and even higher Res on Base Ps5 in balance mode
playing in Balance mode 40fps as i am getting everything you want and higher frame rate than 30fps as well.
There is also the 40fps mode with higher Res on Base Ps5 than Pro

There is also Balance mode on PS5 version which is 40fps and offer higher res than Pro version for some reason as well
