As for the limited nemesis system, the devs said months before release that it would be that way for these versions.
They said the main focus was for the new gen consoles, and they were better for a more fleshed out nemesis system.
A shame about the other issues though.

When I say custom themes I mean how people made their own themes. There was a website you could go to to download the custom theme for you PS3.
