Look man, I love both the 3DS and Vita, and I would like to say that both consoles are amazing and both have amazing exclusives. Vita has UC: GA, AC3 Liberation, Gravity Rush, WipEput 2048, Sly Cooper, Sound Shapes and Unit 13. The 3DS also has many awesome exclusives like Mario 3D Land, Paper Mario, Mario Kart 7, Castlevania and Luigi's Mansion.

I still respect Neversoft for trying to port the COD Engine to the Vita. Stupid Sony forced Activision to have to release a game on November, so Neversoft didn't have enough time, so Activision was like fuck your attempts to port the COD Engine Neversoft and lets just bring shitty Nihilistic to do the job.

And with XBL you have to pay to play online with adds on the XBL screen.
While with PS+ you get to rent tons of games for 4$ a month, with early betas, themes, profile pics and many more things. And if you don't want PS+ you can just play online without paying a dime.
Yeah it seems XBL is much better because it's "simpler". With the PS3 having the most easy navigation system.
The way IGN compare games, IMO, is correct. The countless Vita adds always say that the Vita can deliver console quality gaming on the go, so IGN has the right to compare it to consoles.
They said that it was going to be 60 FPS, and dude there's still time to fix the choppy parts. Also, don't believe everything you see on Youtube to be real-time.
Damn it I have so limited money that I have decided to save up for Killzone Mercenary instead.
Now if anyone asks me why am I saving so much, I actually have an allowance of 100SR a month (26.6$) and Vita games over here always cost around 200SR (53.3$). So I have to save at least 2 months to get a game, let alone buy 2 games. I am also deciding on whether to get Metal Gear Rising or Sly Cooper Thieves In Time. Damn it, money is short.
I recommend anyone who wants to try out the game and has a PS3 and a Vita to buy the PS3 version since it gives you the Vita version for free.
