True that but in the case of Naughty Dog believe it or not, they have Xbox One and X360 development kits at their office. If you don't believe me, look online.

I think the idea here is that you are building applications that rely on low mem. Now, if you are interested in developing games you will have to go through the ID@Xbox program.
