Partially resident textures and tiled resources are basically one and the same. Partially resident textures are supported by the GCN cores in the Xboxone and Ps4.

1.024*2= 2.048 000 Tflops
That's a definite increase over 1.84 Tflops, but it's all theoretical.
The console's already more powerful than my Pc (Gpu wise and ram wise),Unleashing these extra CU's (if they exist) would be very welcomed.
Although I have 2 problems:
1. Wouldn't there be balance issues?
2. It is a console. Wouldn't games made pre update not work?

Crappy Cpu. The Gpu's in both consoles are both pretty good.
What are the specs of the Pc? That's what matters. A Pc doesn't ALWAYS come out on top. It all depends on how powerful the rig was.

Hardware is hardware. I don't think even ND can get "Highly realistic faces" on the Ps4. It just isn't possible. I think the Dark Sorcerer tech demo is as close as the Ps4 will get to highly realistic.
