Unfortunately this game began development during the very early years of the PS3 console life cycle. Meaning that certain aspects and optimizations of the PS3's architecture weren't fleshed out yet during those days.
Basically, Team ICO were developing the game wrong at first -- from a technical standpoint -- and by the time they got comfortable, it didn't make much sense to get this long-awaited game made for the PS3 when the PS4 was coming out.
People do realise that Shenmue III is gonna flop hard, right?
Shenmue franchise has a history of over-production with under-performance.
Those two games were financial ruin for Sega. Sony being involved to a bare minimum is good in the end from a business standpoint, even if people don't want to admit it.

I mean, Gears 4 looks decent but I still think that Crash Bandicoot: WARPED ultimately looks like a more solid game.

Hell, God of War III looked better than Uncharted 2.

Also, I do love the art style that this game is going for, shiny armor mixed with a Gothic overtone with a cartoon fusion.
