Honestly, it's more like a condensed Black Flag that lets you explore the "Templar perspective."
As for how it compares with AC3; I would say it's better, and not just because its protagonist isn't stiff as a board. The mechanics are a tad more refined, there's more to do, it's less repetitive/boring/tedious, etc. Pretty much all the improvements that launched with AC4.
