Used games do take a massive chunk of sales and profits from publishers.We lost a lot of great studios this gen that couldn't maintain themselves financially, and i'm sure we'll lose more next gen.

Judging from Keighlys interview with EA's Peter moore right before Sony's E3 - I feel as if Microsoft and most publishers were on board with the console DRM.When asked if EA would implement some form of restriction he would flat out refuse to answer and said something like "I'll let you know after Sony does their press conference"
