Frontier was developing the game for PS4 till when they announced it's exclusivity for the xb1. Depends on how much MSFT paid for exclusivity.
Doubt MSFT can force Sony to change their online policies since PSN is the bigger fish. It'll be up to third party server to figure out how to support Live and PSN and PC (steam).
Well, it's not like they're merging PSN and Live together. MSFT just wants to be able to play games with other people on the servers the game is being played on i.e. FF14 is playable on SquarEnix servers and they just want to be able play with that install base for that specific game. Too bad Squarenix reached out to them a long time ago and was refused.
