Yes definitely the devs. We know how bad ass the PS3 is look at Uncharted 1 2 and 3 not tomention Killzone 2. We know the PS3 has the power and the resources, but the freaking devs aren't doing their jobs!

GTV shadow maps look like they were done on the N64. Those shadows are the ugliest I've ever seen in a game to date. Thats the truth.
