If it weren't for Mantle, DX12 wouldn't have been scheduled to come out so quickly. Mantle is largly a success for AMD users and a ton of games have and continue to adopted it.
Mantle gives massive gains to weaker AMD based PC's by allowing Devs to program closer to the metal - like a console. If DX12 is as good as Mantle it's a massive game changer for PC optimization.

PS4 is runs slightly better than X1.. as in 2-4 frames per second at times. Both run 30fps or under. Hardly show stopper either way.

Very true. Most X1 and PS4 games are multiplaytform anyway. The ones that aren't are a similar genre to games that PC gamers already have access to. Nintendo is a big breath of fresh air for PC gamers, and not hard to enjoy since their games usually run at 60fps too.
