This sounds very like a Numbers Station. Number Stations were Cold War era ways of communicating with spies through radio transmissions. You can here a short tune, that sounds like an interval signal. Look up Lincolnshire Poacher on youtube or and you'll see what I mean. The coded message also sounds like a number stations message.
Also if you look at the source code for the site, the shockwave file is called station.swf. Another hint that this is do to with spy number stations. ...
