the quad core CPU in the Nexus 7 clocks @ 1GHz - the PSvita quad core CPU runs @ 2.1 GHz

i feel like the vita was released i little bit too soon, the vita should had been released like in november of this year when most of the many games are being released for it like COD and NFS Most Wanted.

on gta 4 you would always use all of your video card's video memory no matter what.

system requirements dont matter that much, it all depends on what screen resolution you gonna be playing on, for example, PF3 requires a GTX 560 to be played maxed out, i got a GTX460 and i max the game with 45FPS with a screen resolution of 1440 x 900.
